232.09 PROTEST AGAINST EXCESSIVE EXPENDITURES.

If, in the Mayor's opinion, an expenditure is authorized by the Council exceeding the revenues of the City for the current year, it shall be his or her duty to protest against such expenditure, and enter such protest, and the reason therefor, on the journal of the Council.
