(a) The executive power and authority of the City shall be vested in the Mayor, the President of Council, the Auditor, the Treasurer, the Law Director, the Director of Public Service and Safety and other officers and departments as are provided by law.
(b) These executive officers shall have exclusive right to appoint all officers, clerks and employees in their respective departments or offices, and to remove or suspend any of such officers, clerks or employees subject to the civil service laws.
