The Council shall meet in regular session at the Council chambers at 7:30 p.m. on the first and third Mondays of each month during the year, and such meetings shall at all times be open to the public. Should any holiday fall upon the date for a regular meeting, the Council shall appoint another date within the same month in lieu thereof. The Mayor or any three members may call special meetings upon at least twelve hours' notice to each member, served personally or left at his or her usual place of residence.
