220.06 AS JUDGE OF ELECTION AND QUALIFICATIONS OF MEMBERS; QUORUM AND SPECIAL MEETINGS.
   The Council shall be the judge of the election and qualifications of its members. A majority of all the members elected shall be a quorum, but a lesser number may adjourn from day to day and compel attendance of absent members in such manner and under such penalties as are prescribed by ordinance. The Council shall provide rules for the manner of calling special meetings.
