210.01 SUMMER CELEBRATION.
   (a)   Provided that proper insurance is in place, the consent of this City is hereby given to one F-2 permit for the sale of beer only in the City Parking Lot during the third weekend of July of each year for the purposes of holding an annual festival celebration, said celebration not to exceed 72 hours.
      (1)   The sale of such beer is to be conducted in accordance with the regulations of the Ohio Department of Liquor Control.
      (2)   For the purpose of this section, "City Parking Lot" shall be designated as the area bounded by the east line of Blackhoof Street, the south bank of the Auglaize River, the south line of Harrison Street, the west line of Fraction 11, Lot 4, of Section 29, Duchouquet Township, and the north property lines of the private properties adjacent to the south.
      (3)   The permit area within the City Parking Lot shall be enclosed in accordance with the regulations of the Ohio Department of Liquor Control and shall be marked with appropriate signage indicating that beer shall only be consumed within the permit area.
   (b)   A report on the financial condition of the Summer Celebration shall be made to Council within 120 days of the conclusion of the annual festival. Such financial report shall include a statement of receipts and expenditures and a statement of the assets and liabilities of the Summerfest Committee. Further, the various departments of the City shall cooperate as much as possible with the Festival Committee in order to assure a safe, orderly, and successful annual celebration.
