The grantee shall provide one free standard installation and free monthly expanded basic service, exclusive of premium, pay-per-view and a la carte services, to the locations to be listed in an exhibit attached to the franchise agreement, as well as to all newly constructed public facilities, during the term of the franchise, plus two additional public facility locations selected by the grantor. Such sites may also receive premium and pay-per-view services at a cost not greater than that charged to residential subscribers for the same service.
