§ 94.095 ACCESS TO WALTERS YOUTH PARK.
   (A)   Access to the Walters Youth Park located on East Kansas Street shall be prohibited between the hours of 11:00 p.m. and 5:00 a.m. during the week (Monday through Thursday) and 12:00 a.m. and 5:00 a.m. on weekends (Friday through Sunday) for children under the age of 18 years, except as follows.
      (1)   Attendance at properly supervised practices or games of little league softball, baseball, football, or other sports shall be permitted until such practices or games are concluded.
      (2)   Use of the basketball courts for practices or games and the tennis courts for practice or matches shall be permitted until such practices, games, or matches are concluded.
   (B)   The City Council deems that it is necessary and expedient to the city and to the best interests of the city to set the following rules regarding use of the Walters Youth Park.
      (1)   Use this park at your own risk. This is a high risk activity and is non-supervised. The city does not assume any responsibility for injuries that may occur during the use of this park.
      (2)   The park is open to all patrons, but it is strongly recommended that children under ten years of age be accompanied by a parent or guardian.
      (3)   There is no charge to use this facility.
      (4)   Hours: daily from 5:00 a.m. to 12:00 a.m. No use from 12:01 a.m. to 5:00 a.m. Violators will be prosecuted.
      (5)   No smoking in park. Smoking is permitted in the parking lot only.
      (6)   No profanity, drugs, alcohol, tobacco products, or weapons shall be allowed on the premises.
      (7)   Defacing public property is prohibited.
      (8)   No glass containers are allowed on the premises.
      (9)   Motorized equipment is not allowed on the premises including ATVs, go-carts, golf carts, scooters, dirt bikes, or any other motor driven recreational vehicles (except motorized wheel chairs).
      (10)   Keep noise to a minimum. No loud music.
      (11)   Gates shall be secured at all times.
      (12)   No hanging from basketball rims.
      (13)   All trash must be picked up. The use of trash receptacles is required.
      (14)   Do not use facility if hazardous conditions exist.
      (15)   Vehicles are allowed in designated areas only.
      (16)   Horseplay, fighting, or other destructive behavior is prohibited.
      (17)   No open fires, fire pits, or any other burning is permitted.
      (18)   Guests, parents, or others interfering with a youth game will be ejected or banned from park.
      (19)   Drunkards and all persons who have consumed alcohol prior to coming to the Youth Park are not allowed on the premises.
      (20)   All visitors must follow these rules or you will be asked to leave. Those who violate these rules will be prosecuted. Where applicable, fines will be imposed for violation of these rules. This facility is provided for all of you; keeping it open is everyone’s responsibility.
