The city shall not be liable, by reason of the provisions of this subchapter or the issuance of any license or permit hereunder, for damages resulting from injury to persons or property or loss of life, and any person operating any boat or occupying any boat as a passenger, or otherwise using the lake or lake property, shall do so solely at his or her own risk and responsibility.
