It is unlawful for any person to throw, place, or deposit any rubbish, trash, slop, garbage, filthy substance, grass, weeds, trees, brush, or any other refuse or waste matter in or around any trash container located within the city, except when such person is using a trash container assigned for his or her use by the city or an authorized trash-hauling service or with the express consent of the person(s) to whom the trash container has been assigned.
