(A) It is unlawful for any owner and/or persons otherwise in possession or control of any lot, tract, or parcel of land situated wholly or in part within the corporate limits of the city to allow trash, lawn clippings, weeds, grass, leaves, or low hanging or dead tree limbs to grow, stand, or to be discharged on or accumulate upon such premises or on any street, alley, avenue, or easement adjoining such lot, tract, or parcel of land. It is the duty of such owner or occupant to mow such grass or weeds, and to remove or destroy any such trash, lawn clippings, weeds, grass, leaves, or limbs.
(B) The provisions of this section shall not apply to the following: any property zoned and used for agricultural purposes or to railroad property under the jurisdiction of the State Corporation Commission; however, the city may cause the removal of weeds or trash from property zoned and used for agricultural purposes pursuant to the provisions of this section when such grass, weeds, or trash pose a hazard to traffic, are located in, or within ten yards of, the public right-of-way at intersections, or pose a health hazard to the general public.
(C) Notice of such violation shall be given to the property owner, and/or person otherwise in possession or control of any lot, tract, or parcel of land, by mailing the notice and administrative order, if one be issued, concerning such violation, and by personal delivery to such property owner or person otherwise in possession or control of any lot, tract, or parcel of land.
(l) At the time of mailing, the administrative officer shall obtain from the postal service a receipt showing the date of mailing and the name and address of the mailee.
(2) If the owner cannot be located within ten days from the date of mailing by the administrative officer, notice shall be given by posting a copy of the notice and administrative order on the property not less than ten days prior to any hearing or action taken on the property by the city.
(3) The administrative order and notice may be posted at the same time as the mailing is provided to the postal service.
