(A) The City Council may designate any street or part of a street a through street.
(B) Whenever the City Council designates and describes a through street, the City Manager shall have placed and maintained a stop sign, or yield sign if deemed more appropriate, on every street intersecting a through street, or intersecting that portion thereof, unless traffic at such intersection is controlled at all times by traffic-control signals.
(C) At the intersection of two such through streets or at the intersection of a through street and a heavy traffic street not so designated, stop signs shall be erected at the approaches of either of the streets as may be determined by the City Manager, if deemed desirable.
