(A) The City Manager, subject to any direction which the Council may give by motion or resolution, may prescribe routes through the city for the use of trucks in general, trucks of particular kinds, and/or other vehicles which are not ordinary private passenger vehicles, passing through the city.
(1) Appropriate and adequate signs shall be placed along such routes so that drivers of such vehicles may follow the routes.
(2) When such signs are so erected and in place, the driver of a truck or other vehicle for which a route has been prescribed, as provided above, while passing through the city, shall keep on such route and shall not deviate therefrom except in case of emergency.
(3) Drivers of such vehicles shall follow such routes so far as practicable also when driving within the city and not merely through the city.
(B) No loaded or partially loaded motor vehicle of one ton or more, and no loaded or partially loaded truck tractor, and no loaded or partially loaded semi-trailer, or combination of such vehicles, shall be driven upon any of the streets or roads in the city limits of the city unless for the purpose of making a specific pickup or delivery at a specific point in the city limits which requires travel on streets, except as may be permitted by the City Manager. The state laws on limitation of weights shall be applicable to the streets, roads, and highways within the city limits.
(C) No truck of one ton or more, no truck tractor, or semi-trailer shall be driven along any streets, roads or highways in the city except those set forth specifically in division (A) above, except for the further purpose of traveling to the residence of the driver or owner.
