§ 54.03 PROPER DISPOSAL OF WASTE; RESPONSIBILITY.
   (A)   The disposal of waste is hereby declared to be the responsibility of the generator thereof.
   (B)   As a protection of the public health, the police powers of the city shall be invoked when necessary for the enforcement of this chapter.
