§ 51.06 TAMPERING WITH, INJURING WATER SYSTEM PROPERTY.

It is unlawful for any person to injure or deface, or in any way tamper with any hydrant, stopcock, corporation cock, meter, valve, pipeline, or any part of the water system, or to turn the water off or on from any main at any time or place, unless he or she is duly authorized so to do by the City Manager.
