Any person, corporation or entity who, being the owner or agent of the owner of any land located within the subdivision regulation jurisdiction of this village as defined herein, hereafter transfers or sells land without complying with this chapter shall be subject to civil penalties as set forth in § 10.99. The description by metes and bounds in the instrument of transfer shall not exempt the transaction from such penalties. The village, or its attorney or other official designated by the Village Council, may enjoin each illegal transfer or sale by action or injunction.
