All owners of improved property located within the corporate limits and on or within a distance of 200 feet of any sewer line owned and operated by the village shall connect their premises with the village sewer system. All owners of improved property within the village shall comply with this section no later than February 1, 2011. In lieu of connection to the sewer system, all owners of improved property shall pay an availability charge for sewer service equal to the minimum period service charge for parties that are connected.
