(A) Grease, oil and sand interceptors or separators shall be constructed at a persons sole expense and to town specifications when, in the opinion of the POTW Director, they are necessary for proper handling and control of grease, oil, sand, grit, petroleum products or other substance. By way of example, but not of limitation, such devices may be required for industrial or commercial establishments, public eating places, hotels, hospitals, automobile service centers, vehicle wash facilities or other institutions. Such devices shall be located so as to be readily accessible for cleaning and inspection and shall be maintained by the user at its sole expense in continuously efficient operation, at all times.
(B) The size, type and location of interceptors, traps and separators shall be selected in accordance with the most recent version of the Public Works and Utilities Fats, Oil, Grease and Grit Pretreatment Device Requirements and shall be approved, in writing, by the town or other town or county user’s Public Works and Utilities Department prior to installation.
(C) The POTW Director or the other town or county inspections division may direct the person to install a unit or to correct any unit that is not installed appropriately or functioning properly.
(D) These vessels must have each chamber directly accessible from the surface to provide a means for servicing, sampling and maintaining the interceptor in working and operating condition. These chambers shall not be visually obscured with parked vehicles, building structures, recycle containers, refuse containers, pallets, trees, growing plants/shrubbery, landscape tarps, plastic sheets, foreign objects, soil, mulch, floorings or pavement of any substance.
(E) The POTW Director or other town or county inspections division may order the repair, modification or replacement of a unit or may order the addition of a grease recovery device in combination with a grease interceptor. All food service and automotive establishments shall be subject to review, evaluation and inspection by the aforementioned representatives during normal working hours.
(F) Interceptors, traps and separators shall be serviced and emptied of accumulated waste content at a frequency appropriate to maintain the efficiency of the device. Accumulated solids must be removed at a frequency to maintain an effective volume of the device. Servicing of interceptor’s traps, or separators may be more frequent than, but not less frequent than, as required by permit or ordinance. The owner, leaseholder or operator shall be responsible for the proper removal and disposal of grease by appropriate means.
(G) Grease interceptors, traps and separators shall be kept free of grit, rocks, gravel, sand, eating utensils, cigarettes, shells, towels, rags, excessive food solids and the like which can reduce the effective volume of the unit.
(H) If any wastewater is removed from a grease interceptor, treated, and then reintroduced back into the interceptor, the user shall remain responsible for not exceeding the established oil and grease numerical limit and responsible for maintaining an effective volume of the interceptor. Reintroduction of screenings, sludges or residues is prohibited.
(I) Any industrial user/satellite town utilizing biological or chemical additives remains responsible for not exceeding the established oil and grease numerical limit and responsible for maintaining an effective volume of the interceptor or separator. Any industrial user/satellite town utilizing biological additives or enzymes must notify the POTW Director and provide the material safety data sheets for such additives. The exclusive use of biological and chemical additives is not considered acceptable grease vessel maintenance practice. Their use cannot be employed as the sole method of treating or maintaining the vessel’s effluent.
(J) Emulsifiers are prohibited from use in oil and water separators. The use of emulsifiers in grease interceptors for the purpose of meeting the established oil and grease numerical limit or to decrease the service frequency is prohibited.
(K) Any industrial user/satellite town utilizing an automatic grease removal system remains responsible for not exceeding the established oil and grease numerical limit and remains responsible for maintaining an effective volume of the interceptor, trap or separator.
(L) (1) Grease interceptors shall receive grease-laden waste from the major point sources.
(2) Wastes that are not expected to contain grease or oil and that otherwise do not require separation shall not discharge into the interceptor.
(3) Hot water flushing of a grease interceptor, trap or separator is prohibited.
(M) The person shall be responsible for ensuring that all of its customers interceptors, traps and separators are cleaned and serviced as required by all applicable federal, state and local laws, ordinances and regulations.
(N) The person shall keep all records of interceptor, trap or separator inspections and maintenance for three years.
(1) The user must require its customers to keep records of each clean-out, including the date of service, name of clean-out company and receipt. The user shall provide to the POTW Director documentation of inspection and maintenance as required.
(2) The user shall make appropriate arrangements with its customers, if any, in this regard as needed.
