§ 52.18 CONTAINERS REQUIRED; USE THEREOF.
   (A)   All occupants of residences and owners of small business sources shall deposit all garbage and refuse in containers approved by the Public Works Director and place the containers adjacent to the street for collection on days designated by the town for pickup. All garbage and refuse must be deposited in plastic bags which must be placed in the container approved by the Public Works Director. Garbage and refuse not placed in a plastic bag will not be collected. All occupants of residences shall deposit all recyclable materials and recyclables in recyclable containers and place the containers adjacent to the street for collection on days designated by the town for pickup of recyclables. Recyclable containers shall be for the purpose of recyclable material only. Other material placed in the recyclable container will not be collected.
   (B)   Not more than two approved containers shall be placed within five feet of curbside or edge of the street or in a location approved by the Public Works Director but shall not be placed on the street.
   (C)   The containers shall be placed in the required location for collection no earlier than 7:00 p.m. on the day preceding the designated pickup day and shall be removed from the curbside location no later than 7:00 p.m. on the designated pickup day. Except during these hours, the roll-out carts and all other refuse containers shall be kept in a location no closer to the street than the front line of the residence.
   (D)   The following materials shall not be placed on or within the containers: rocks; dirt; sod; gasoline; oil; flammable liquids; solvents; hot coals; ashes; or building materials scraps. Violation of these prohibitions will be treated as abuse and improper use of the container.
   (E)   In order to protect the public health, ensure adequate solid waste collection and prevent undue hardships to the aged, handicapped or disabled, the Director of Public Works is authorized to vary the requirements of this section relating to placement for collection of the containers and recyclable containers after conducting a thorough investigation and finding that there is no person living within a particular residential unit who is physically capable of placing the container in the required location for pickup.
   (F)   Garbage will only be collected from plastic bags that are placed within the container approved by the Director of Public Works.
