Any person maintaining or using, on any street, alley, or sidewalk, in the city, any sidewalk elevator, coal hole, or chute or other opening leading into any basement or cellar, must, when the same is in use, properly guard and enclose the same with suitable gate constructed in such a manner as to render passage along such street, alley, or sidewalk safe and free from danger.
