§ 153.058 ENTRANCES TO BE PROTECTED.
   (A)   Prohibited. It shall be unlawful for any person to leave or keep open in an uncovered or unguarded condition any cellar or basement door, or stairway leading into any cellar or basement from any street, alley, or sidewalk in the city, or to leave or keep open in an uncovered or unguarded condition any pit, grating, sidewalk opening, sidewalk elevator, coal hole, or any vault or other subterranean passage opening from, into, or upon any street, alley, or sidewalk in the city.
   (B)   Notice to comply. Upon the passage, approval, and publication of this chapter, it shall be the duty of the City Engineer to notify all persons maintaining or using, on any sidewalk or alley in the city, any sidewalk elevator, coal hole, chute, or stairway opening or leading into any basement or cellar to comply with the provisions of this chapter within 15 days from the date of such notice.
