§ 153.040 VIOLATIONS.
   Any owner, agent, or person having control of any dwelling or business house of any and every kind and description, who shall violate, refuse, or neglect to comply with the provisions of this subchapter shall, upon conviction thereof, be subject to penalty as provided in § 153.999 of this code of ordinances.
