(A) Application; issuance. Every person, before erecting or remodeling any building, by addition or otherwise, within the city shall submit a plan and estimate of the cost of the proposed building operations and file the same with the City Building Inspector or the Planning and Zoning Chair, and no work shall be done thereon until the plan has been approved and a written permit to do the work has been issued by the Chief of Fire District I.
(B) Kept on premises; inspection. Such permits shall be kept upon the premises during progress of the work and be subject to inspection at all times.
(C) Revocation. A permit may be revoked at any time by the City Council should sufficient cause exist, and all parties in interest shall be deemed to have waived all claims for damages by reason of such revocation.
(D) Contractor registration. No building permit shall be issued to a contractor for construction of any type without the contractor’s state contractor registration number being presented by the contractor, except when the permit applicant provides evidence to the satisfaction of the building official that the applicant is exempt from the registration requirements pursuant to Idaho Code Title 54, Chapter 52.
(1) The state contractor registration number shall be conspicuously entered on the face of the permit so issued.
(2) No person engaged in construction activities who is exempt shall be required to have a contractor registration number. A permit issued to an exempt person shall conspicuously contain the phrase “no contractor registration required” on the face of such permit.
(3) Exempt persons are set forth in Idaho Code § 54-5205, and include those:
(a) Providing volunteer work;
(b) Construction activities fairly valued at less than $2,000; and
(c) Construction performed by a property owner.
(4) All issued building permits shall be posted at the construction site in such a manner that the conspicuous statements are visible.
(5) The building official charged with the duty of issuing a permit shall not be required to verify the contractor’s registration number or verify the information provided to substantiate a claim for exemption. Accountability shall be handled by the Bureau of Occupational Licenses and the State Contractors Board.
(6) Pursuant to Idaho Code § 54-5217, failure to register as required by the State Contractor Registration Act, being Idaho Code Title 54, Chapter 52, is a misdemeanor, as further described in § 153.999.
