Any owner of any animal within the city who is convicted of violating the provisions of this chapter shall be responsible, in addition to any fine or penalty otherwise imposed, to reimburse the city for restitution for any costs incurred in the seizing, impounding, veterinary services, feeding, boarding, returning to, or disposing of such animal resulting from a violation of this chapter.
