It shall be unlawful for any person to ride or operate or cause to be operated any skateboard, roller
skates, rollerblades, human-powered scooters, or other toy vehicles on any sidewalk and street within the city:
(A) From Bank Street to Frontage Road;
(B) From Fourth Street to Burke Road; and
(C) On Hotel Street behind the courthouse.
