All municipal records as defined in § 33.01(A) are hereby declared to be the property of the city. No municipal official or employee has, by virtue of his or her or her position, any personal or property right to the records even though he or she or she may have developed or compiled them. The unauthorized destruction, removal from files, or use of the records is prohibited.
