(A) For any lot or substandard structure upon which the city is required to clean or do any work, charges for equipment used will be assessed according to cost of equipment and charged against the land in conformity with § 92.12.
(B) All charges for supervisory personnel and labor shall be the current hourly rate paid to the supervisors and laborers doing the type work involved, and shall include a charge for transportation.
