(A) The Superintendent of the Water Department of the city shall, beginning with the month of June, 1951, flush and grease all fire hydrants within the city at least once every 90 days, and shall work all cutoff valves in the water system at lease once every 90 days.
(B) The Water Superintendent shall also paint each and every fire hydrant belonging to the city at least once each year with a good preservative paint.
