(A) The primary responsibility for the enforcement of this chapter shall rest with the Animal Control Department and its designated employees, the Police Department and the Health Officer of the city.
(B) The Animal Control Department shall be authorized and empowered to adopt and promulgate such rules and regulations as may be necessary and proper to effectuate this chapter.
(C) Persons appointed to or otherwise serving on the Animal Control Department at the time of the adoption of this chapter shall constitute the initial membership thereof, and their terms shall be for two years from date of appointment.
(D) The City Council may enter into contracts or agreements with public or private entities to carry out the activities required or authorized under this chapter.
