§ 30.01  ELECTION OF COUNCIL MEMBERS BY PLACE SYSTEM.
   (A)   The City Council of the City of Wake Village, Texas, hereby adopts the place system for the election of City Council members.
   (B)   Each Council member’s position shall be assigned a place number, such that hereafter each such office shall bear its owned numbered designation, such as:  City Council member, Place No. 1; City Council member, Place No. 2; City Council member, Place No. 3; City Council member, Place No. 4; and City Council member, Place No. 5.
   (C)   Place numbers shall be assigned by any method determined by the City Council at the meeting accepting this section, and shall not thereafter be changed.
   (D)   As the terms of incumbent City Council members expire, each candidate for the office of City Council member shall file his or her application for a specific numbered place on the City Council, corresponding to the expiring Council member’s term.
   (E)   In each City Council member’s election hereafter, each ballot shall show the office of City Council member as a separate office by place number, with the name of each candidate printed thereon under the specific office for which he or she has filed as a candidate.
   (F)   The candidate receiving a plurality, that being the greatest number of votes for each place shall be declared elected, unless no candidate receives a majority, in which case there shall be a runoff.
