Any charges or costs of maintenance, provided by the city, which are the responsibility of any contractor or developer, shall bear interest at the rate of 10% per annum from and after 30 days following the completion of the repairs and billing of the contractor and developer by the city. The contractor or developer shall additionally be responsible and liable for reasonable attorneys’ fees, court costs, and other reasonable costs of collection of any amounts due, in addition to the reasonable costs of repairs and maintenance.
