§ 150.50  COUNCIL APPROVAL.
   The City Council of the city shall, after advice from the City Engineer, approve, amend or reject all the streets, alleys, and utility plans and specifications.  All the streets, alleys, and utility mains shall be built and constructed according to the plans and specifications, and in accordance with good engineering standards as determined by the City Engineer.  The City Engineer shall inspect, oversee, and approve construction in progress, the fees for which shall be paid by the city.  No building permits or certificates of occupancy shall be issued or allowed for property abutting streets, alleys, or to be connected to utilities that are not approved or constructed in accordance with this subchapter.
