Prior to any development of any subdivision, lot, or area, or the proposed construction of any streets, alleys, sidewalks, rights-of-way or utility mains or services, the developer shall submit to the designated City Engineer, a plat of the area proposed to be developed, showing thereon all streets, alleys, rights-of-way and utilities, by location and dimension, and plans and specifications for the construction of all such streets, alleys, and utility mains and services.
