For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
CITY ENGINEER. Any person or firm hired, contracted, or engaged by the city to supervise, oversee, manage, or administer any construction or contracts of any streets, utilities, or other improvements within the city, or perform any other engineering services, or render any engineering services to the city.
DEVELOPER. Any person, firm, partnership, corporation, entity, or association proposing to perform any of the following:
(1) Developing areas, dividing land into lots or blocks, dedicating streets, alleys and areas for public use and constructing streets in or on land being a part of the city, or which may hereafter become part of the city, laying utility lines, mains, or services;
(2) Any person, firm, partnership, corporation, entity, or association, entering into any contract within the city, to construct one or more buildings or structures in or upon land now or to become part of the city.
SUBDIVISIONS, ADDITIONS, DEVELOPMENTS, or AREAS. Geographic area of land, described by lot or plat, or metes and bounds, divided into lots, blocks or other platted areas, and containing streets, alleys, or rights-of-way or other areas dedicated to the public use.
