§ 150.30  ANNEXATION FEES.
   (A)   All petitions for the annexation of land to the city shall be accompanied by the payment of fee deposits as hereinafter set out.
   (B)   The minimum fee for annexation petitions shall be as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time.
   (C)   The City Secretary shall estimate, according to current costs regularly incurred, the recording fees, costs of publication, and other expected expenses of each petition for annexation.
   (D)   There shall be added to the City Secretary’s estimate of expenses the sum as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time, which together shall comprise the filing fee.
   (E)   If the estimate of expenses plus an amount as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time, the deposit shall be as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time.
   (F)   If the estimate of expenses plus an amount as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time, then the deposit shall be an amount equal to the sum as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time, plus the City Secretary’s estimate.
   (G)   If the petitioner refuses or fails to pay a filing fee deposit as determined by the City Secretary, the City Council shall not docket the annexation petition for hearing.
   (H)   After the conclusion of the annexation or refusal by the City Council to annex the land, then the City Secretary shall determine the actual expenses incurred for notices, publication and recording fees, and any other expenses incurred by the city in processing the petition for annexation, plus the sum as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time. 
      (1)   If this amount exceeds the deposit, the petitioner shall be required to pay any excess.
      (2)   If the deposit exceeds this amount, the excess shall be refunded to the petitioner.
   (I)   Should the petitioner fail or refuse to pay any excess amount due, the annexation process shall cease, and no further action by the city as to streets, zoning, building permits, or other activities requested by the petitioner or property owners shall take place.
