(A) No masseur’s permit shall be issued or renewed by the Police Chief after the effective date of this section to any individual who has not successfully completed three semester hours of basic anatomy and physiology at an institution of higher learning accredited by the Southern Association of Colleges and Universities or the Texas Education Agency, or an equivalent state accrediting agency or regional association. A photocopy of the applicant’s grade record, reflecting successful completion of the course, shall be submitted to the Police Chief together with the information required by section of this chapter. Any individual employed as a masseur as of the day of passage of the ordinance effecting this chapter and who does not meet the educational requirements herein shall be issued a temporary permit if the person can show that he or she is actively engaged or enrolled in a course of study designed to fulfill the requirements of this section and which course is certified by an official of the approved school. The burden of establishing such active engagement or enrollment shall be upon the person seeking a permit herein.
(B) In no event shall any individual within the purview of this chapter be issued a permit to act as a masseur without satisfying the educational requirement set forth herein on or after January 1, 1982.
