The City Secretary of the City of Wake Village, Texas determines that the permit is sought for religious or charitable purposes, or is being sought for the performance of neighborhood services by a minor child who is self-employed, and that the purpose promotes benefits to the citizens of the city and is being conducted by citizens of the city, he or she may waive the requirement for the fee stated herein, and may enlarge the time that the permit shall be valid, not to exceed 30 days.
