Permits for itinerant solicitors shall be issued for three days only. Permits for permanent businesses may be issued for one year. The City Secretary may delay the issuance of a permit for up to three days to verify the identity and permanent address of the person or organization concerned and the legitimacy of their enterprise. The City Secretary may deny a permit to any person or organization if it is determined that the purpose for which the permit is sought is not valid, legal, moral, or is otherwise detrimental to the citizens of the city, or the permit seeker has not complied with this chapter or has furnished any false information in seeking a permit. Any permit seeker aggrieved by a decision of the City Secretary may appeal the decision to the City Council at its next regular meeting.
