No person, firm, association, or organization shall go or permit any person in its employment or on its behalf to go onto private premises or businesses of the citizens of Wake Village, Texas, or operate on the streets, alleys, rights-of-way or public areas in the City of Wake Village, Texas, for the purpose of selling any merchandise, taking orders, delivering materials or merchandise, seeking donations, soliciting memberships or any other purpose, at any time, unless they have the express permission of the owner of the premises or the city, or have complied with the terms and conditions of this chapter.
