The city shall consider designating individual fields to different organizations petitioning to use them at various times during the year. These organizations would be responsible for scheduling their individual games but would be required to submit a master plan which will include a schedule of games, practice schedule and estimated number of rain-out, make-up games to the city of record. Each organization should be responsible for getting the field ready for game play (i.e. chalking lines, placing bases and the like). The city crews would only be responsible for mowing, dragging infields, and other general upkeep and field maintenance. Also recommend that the city stockpile sand and any other maintenance items necessary to assist field users when maintenance needs to be done during times when city crews are not available.
