The city shall have the right of eminent domain and the power to condemn and appropriate private property for public purposes, whether such property be within or without the city limits, in such cases as is now or may hereafter be provided by the General Laws of Texas governing cities and towns, and the procedure to be followed is that prescribed by the General Laws of Texas as is now, or may hereafter become, applicable to municipal and political subdivisions of the State of Texas. Provided further is that the Council shall have the power to regulate, abate and/or control any abuses or nuisances for a distance of five thousand (5,000) feet beyond the corporate limits of the City of Wake Village.
