SEC. 12.  STREET RENTAL.
   The City Council shall have the power and shall be authorized to charge and collect from all persons, companies, corporations, utilities or franchise holders using the streets, alleys or public grounds in the City of Wake Village a rental for use of such streets, alleys or public grounds.
