Any vehicle that has been parked or unattended in the same location for more than 72 hours shall be considered abandoned wherein the registered owner of the vehicle cannot be located, such that the vehicle may be removed and impounded as hereafter provided. Such an abandonment shall also constitute a violation of this chapter. A trailer shall be considered a vehicle hereunder.
