It shall be unlawful and a violation of this chapter to leave, park, or abandon any vehicle or trailer on any sidewalk or city street, wherein that vehicle is inoperable, due to accident, mechanical failure, or any other cause. Except for emergency repairs required to move the vehicle, it shall be further unlawful to repair or dismantle any such vehicle while on the sidewalk or city street.
