It shall be unlawful for any person owning or occupying any real property inside the city to allow stagnant water to stand on the property or any part thereof; to allow litter and rubbish of any description, including, but not limited to, abandoned vehicles, abandoned refrigerators and other appliances, abandoned trailers, scrap wood and scrap metal; to remain on the property or any part thereof to allow weeds, brush and other uncut vegetation that is not cultivated to grow to a height greater than 12 inches on an average or to grow in rank profusion upon any property, or to allow any other condition upon the property which is or could be a fire hazard. All of such conditions are herein deemed to be nuisances per se.
