The fire chief is appointed or terminated by the Mayor and confirmed by absolute majority of the City Council. The fire personnel are hired and terminated at the will of the Fire Chief with confirmation by the Mayor. The Fire Chief will appoint all necessary officers within the department subject to approval by the Mayor. The Fire Chief will uphold and enforce all ordinances established by the City Council. As such time as the City Council deems it advisable to do so, the City Council may by ordinance create a regular Fire Department for the city in which event it may provide regulations, make provisions for the employment of firemen and make all such provisions as may be found necessary for the maintenance and government for such department, including provisions for compensating personnel of such department.
