§ 71.16  COMMERCIAL VEHICLE PARKING IN RESIDENTIAL AREAS.
   (A)   COMMERCIAL VEHICLES, for the purpose of this section, shall include all trucks and buses, except for pick-up trucks and vans not exceeding one-ton capacity, and motor homes.
   (B)   No commercial vehicle shall be parked on any unpaved portion of any right-of-way in the city, except for the temporary purpose of loading and unloading, provided the time for unloading and loading shall be reasonable.
   (C)   No vehicle shall be parked at any place designated “No Parking” by signs erected by the City Police Department.
   (D)   City vehicles are not subject to this section so long as they are engaged in city activities or are parked on city-owned property.
   (E)   Each day a vehicle is parked in violation of this section shall be deemed a separate violation. If the driver of a vehicle parked in violation of this section cannot be ascertained, it shall be presumed that the owner is the violator and the owner may be charged with the violation, for allowing his or her vehicle to be so parked.
