SEC. 6.  TRANSFER OF APPROPRIATIONS.
   The Mayor may upon the recommendation of the City Administrator transfer any unencumbered appropriation balance or any portion thereof within any department of the city government. The transfer of funds from one department to another will require a budget amendment by the City Council.
