In addition to the penalty in § 55.05, the City Superintendent shall cut off all water and sewer services to any lot, tract, person or entity from whose sewer service, or connection thereto is being provided another person, entity, or premises, or has been extended in violation of this subchapter, until the person removes the violative service, after which the violator shall pay a reconnect fee to the city.
