The builder, developer, or owner who desires the use of city provided sewer services, shall notify the City Secretary and City Superintendent of his or her requirement for a tap to the city sewer mains. The sewer tap may be made by the builder, with the permission of the City Superintendent and under the instructions, inspections, and supervision of the City Superintendent.
