§ 55.02  TAP FEES FOR SEWER MAINS.
   It shall be the duty of the builder, developer, and homeowner to deposit with the City Secretary at the time a building permit is issued, the tap fees for sewer mains, as follows:
   (A)   If the sewer mains and all lift stations and other special or required equipment has been installed by a developer or previously installed by the city, and no special tap fee has been determined by the City Council for the lot or tract in issue, the sewer tap shall be $50.
   (B)   There will be no charge for a tap fee where a new service line is connected to an existing service tap that was installed as the sewer main was constructed.
   (C)   If the sewer mains have not been installed by a developer, or there is any increased cost of sewer mains, lift stations or other special equipment to the city to serve the lot or tract, or the city is bearing the cost of installing the sewer mains and providing service to the user, the City Engineer shall calculate the estimated cost of the service, along with the number and identity of the potential lots to be served, and present that information along with his or her recommendation to the City Council.  The City Council shall consider the City Engineer’s recommendation, the desirability of serving the user with sewer services, and the proposed cost to the user of obtaining alternate methods of disposing of and treating sewage, and shall determine an equitable amount of the cost to assess each lot or tract for its sewer tap fee.  That determination shall be made by resolution of the City Council and shall thereafter be the tap fee charged to the lot or tract for making the sewer tap.
